Why Facebook Ads Fail for Pakistani Small Businesses (Even With a Good Budget)
Facebook ads fail in Pakistan when the click has nowhere solid to go. You pay for the tap. Then the person lands on a Facebook page, an Instagram bio, or a WhatsApp chat. They ask the price. You reply late. They forget the brand. Next week you pay again to find them. A site you own, with WhatsApp, JazzCash, Easypaisa, and COD, is what turns that click into a repeat order. The ad is not the product. The destination is.
I am Muhammad, a fullstack web & applied ai developer in Karachi. A lot of work I get is not “we need ads.” It is “we spent on Facebook and Instagram for months and still have no list, no pixel, and no site we control.” This is written for clothing brands, clinics, tuition centres, restaurants, and shops in Karachi, Lahore, Islamabad, Faisalabad, Multan, Rawalpindi, Peshawar, anyone already boosting posts and wondering why the budget disappears.
I do not run your ads. I build the place the ads should send people. If you want that built custom, with hosting included on most of my work, that is web development.
What this is (and what it is not)
This is not a tutorial on Ads Manager, Advantage+, or how to pick interests.
There are already dozens of those posts in Pakistan. They tell you CPC, CPM, and “use Reels.” Fine. They skip the part that actually burns the money: after the click.
If your ads send people to:
- a Facebook page
- an Instagram shop
- a WhatsApp number with no catalog, no order history, no brand URL
- a slow WordPress theme
- a Shopify store that bills in dollars and does not own JazzCash
…then better targeting will not save you. You will get cheaper clicks to the same leak.
How a click actually dies here
Someone in Gulshan, DHA Lahore, or F-7 sees a kurta, a dental offer, or a biryani deal.
They tap.
Here is the usual path:
- The ad opens WhatsApp, or a Facebook page, or Instagram.
- They type “price?” or “size chart?” or “do you deliver to Johar Town?”
- You are with a customer. You reply in 40 minutes.
- They already messaged two other shops.
- If they do buy, the order lives in chat. No pixel. Meta never learns who bought.
- Next week you pay again to show the same person the same product.
- If Facebook restricts the page, the shop is gone. You never owned the customers.
That is why Facebook ads are wasting money even with a “good” budget. The auction is not the whole story. The destination is.
Instagram ads fail the same way. Same company. Same pixel. Same dead end if there is no site.
A night in the inbox (this is the job, not the ad)
You run the ad from 7pm because that is when Reels get cheap.
Between 9pm and 1am you get 40 messages.
Twelve are “this available?”
Eight send a screenshot of a different colour.
Six ask delivery to a city you do not cover.
Four want wholesale rates you only have in your head.
Two are ready to pay on JazzCash if you send the number.
You are closing the shop, or asleep, or on another chat. You answer at 11am. Half of them have already ordered from someone who sent a JazzCash screenshot at 9:12pm.
Ads Manager will still show “messages: 40.” It will look like a good night. It was not. The report cannot see the 11am graveyard.
A product page with price, size, city, and a pay option does not sleep. WhatsApp can still close the hesitant ones in the morning. The people who only needed a till already paid.
That is click to WhatsApp ads in Pakistan when they are the only system. The format is not wrong. The missing page is.
Do you need a website for Facebook ads?
You can run ads without one. Click-to-WhatsApp works. Boosted posts work. A lot of first sales in Pakistan happen that way.
You cannot scale without one.
Without a site you cannot:
- install a Meta Pixel that fires Purchase or Lead on your page
- retarget people who viewed a product and left
- use the Sales objective properly (Meta needs events on a URL you control)
- show up when they Google your brand after the ad
- keep the shop if the page gets restricted
- take JazzCash / Easypaisa / bank transfer / COD on a checkout you own
- give a link that still works in a year
So: can you run Facebook ads without a website? Yes. Will they keep converting as you spend more? Usually no. That is the honest answer.
What “testing without a site” should look like
If you have never spent a rupee on Meta, a week of click-to-WhatsApp on one product is a fair test. PKR 7,000–15,000. One city. One offer. See if anyone wants it.
That test answers “is there demand.”
It does not answer “can I run PKR 80,000 a month.”
The moment you decide the product sells, the next invoice should be the destination, not a bigger daily budget. Scaling WhatsApp-only is how shops get addicted to ads and still own nothing, no email list, no pixel, no Google presence, no backup if the page is restricted.
I will not tell you to spend six months “building a brand on Instagram” first. That is another way to rent. Put a simple custom page up, then spend. That is the work I take.
The eight leaks (this is where the budget goes)
1. The ad sends them to WhatsApp only
Click-to-WhatsApp ads Pakistan-wide are popular for a reason. People here message. They do not love long forms. Cost per conversation is often in the PKR 20–50 range on simple campaigns, and a real enquiry can sit anywhere from a few hundred rupees to over a thousand depending on city and niche.
WhatsApp is the close. It is a bad only destination.
Problems I see every month:
- No record except the phone. Staff leave. The chat history is the business.
- You cannot retarget “people who saw the maroon lawn suit.” There is no product URL.
- Meta cannot tell a tyre-kicker from a buyer. Your Sales campaign is flying blind.
- Slow reply kills the lead. Ads run at 11pm. You sleep. They buy from the shop that answered.
- One number for ads, family, and old clients. Chaos.
Use WhatsApp on the site. Button on every product. Pre-filled message. You still talk in chat. You also have a page Meta can measure, and a URL people can share.
2. The ad sends them to a Facebook page
A page is not a shop.
It gets restricted. It gets hacked. Ads pause. Organic reach is not a store. The “Shop” tab is not JazzCash, not COD rules by city, not your wholesale price list.
Facebook page vs website in Pakistan is a false choice people make because the page is already there. The page is a notice board. The website is the shop. Ads should not point at the notice board.
If the page dies, everyone who only knew you on Facebook is gone. A domain you own still works. Google still has it. WhatsApp links still open it.
3. Instagram Shop is not a store here
Instagram Shop looks like checkout. In Pakistan it is not.
JazzCash and Easypaisa are not native. COD rules (Karachi vs upcountry, deposit on high AOV) are not native. Wholesale, size charts that match how we actually sell unstitched cloth, bank transfer screenshots, that is not Instagram checkout.
You can catalogue on Instagram. You should. Then the tap should go to your product page, not Meta’s cart.
Instagram ads that “don’t convert” are often converting into DMs. DMs are not a system. They are a queue.
4. No pixel, Meta is guessing
The Meta Pixel lives on a website. No site, no pixel. No pixel, no Purchase event. No Purchase event, the algorithm optimises for clicks and chats, not orders.
That is why you get likes and no sales. Engagement is cheap in Pakistan. Facebook has tens of millions of users here. People will react to a Reel. That does not mean they will pay.
WhatsApp chats also do not fire Purchase unless you stitch them with something extra (and most small shops never do). Ads Manager then says the campaign “failed” while your phone rang, or worse, Ads Manager says it succeeded on messages, and those messages never became orders.
If you want Facebook ads retargeting in Pakistan that actually cheapens over time, you need people to hit a URL. Product view. Add to cart. Thank-you page. That is how lookalikes get built from buyers, not from people who double-tapped a video.
5. You pay again for the same person
Someone saw the ad. They did not buy. In a proper setup they go into a 7-day or 30-day retargeting list. You show them a size chart, a review, a COD reminder. That audience is the cheapest you will ever buy.
Without a site, that list does not exist. Every impression is cold. You are always paying first-date prices.
6. They Google you after the ad
Pakistani buyers see the Instagram ad, then they search the brand name. Or they search “is this shop real.”
If Google shows nothing, or a dead Facebook page, or a WordPress site that looks like 2019, they do not come back to the DM.
Your ads are paying to send people into Google, and Google has nothing good to show.
7. The “website” is a theme
A lot of shops do buy a site, PKR 15,000–40,000 WordPress, or a Shopify trial. Then they run ads to it.
The theme is slow on mobile. Shopify bills in dollars, Basic plan alone about PKR 95,000–130,000 a year before apps. JazzCash is an add-on. WordPress hosting is PKR 16,000–35,000 a year if you want it to stay up.
Ads did not fail. The landing page failed.
Custom costs more on day one. You own the code. On most sites I build, hosting is included for life. The URL you put in Ads Manager still works in year three.
8. Boost post is not a campaign, and the page can vanish
Boosting a photo from the app is not Ads Manager. You cannot retarget. You are paying for likes.
If Meta restricts the page, every boost and every ad stops. Do not keep your only shop inside an account you do not own.
Likes but no sales
Likes are a cheap action. Meta will happily optimise for them if you pick Engagement or if you boost.
Sales need a clear offer, a place to act in one or two taps, a checkout that works at night, and a way to measure the sale.
If the creative is good and the likes are high and the orders are zero, the ad is entertaining people. Stop boosting. Point Messages or Sales at a page that can take an order.
What Facebook ads cost in Pakistan (so you can see the leak in rupees)
Numbers move with industry, city, and season. Treat these as bands, not promises.
| Thing you pay | Typical PKR band (2026) |
|---|---|
| Click (simple traffic / feed) | often PKR 5–40; some reports much higher |
| 1,000 impressions (CPM) | roughly PKR 95–480 in many SME accounts; spikes higher |
| WhatsApp conversation | often PKR 20–50 on light campaigns; real enquiry PKR 300–1,500+ |
| Lead (clinic, real estate, courses) | hundreds to a few thousand depending on niche |
Leak calculator (not a guarantee):
- Spend: PKR 60,000 / month
- Cost per WhatsApp chat: PKR 400
- Chats: 150
- You close 8% because the catalog is in your camera roll → 12 orders
- Site with sizes, COD, JazzCash lifts close rate to 16% → 24 orders on the same spend
You did not need a bigger budget. You needed a destination.
Ads Manager looks fine. The shop is not.
CTR okay, CPC cheap, messages up, orders flat. Three things can be true at once:
- Creative died. Same Reel for four weeks. Change the video.
- Billing hiccup. Pakistani cards block international recurring charges. Meta is Ireland. Check billing.
- The funnel never existed. Pixel empty. No retargeting. Google is empty. Tweaking interests will not fix it.
90 days, two setups
| WhatsApp / page only | Site you own + WhatsApp | |
|---|---|---|
| Week 1 | Chats, some orders | Slightly fewer chats, cleaner ones |
| Week 4 | Close rate stuck | Pixel has viewers; retargeting can start |
| Week 8 | Creative tired; you raise budget | Tired creative still has a warm list |
| Week 12 | Page scare, chats vanish | Domain still sells; Google has something |
| What you own | A phone number | A shop, a list, a pixel |
Clothing, clinic, restaurant
Clothing: Instagram is a catalog, not a till. Sizes, wholesale, city delivery, COD returns (fashion returns here are ugly) do not live in DMs. Peak Eid spend on a human inbox is the worst time to be website-less.
Clinic / tuition / salon: Click-to-WhatsApp is right. They still Google you the next morning. Fees, maps, who they will see, on a page.
Restaurant: You pay Meta for the Reel, then Foodpanda 25–30% on the order. Point ads at your menu. Keep the app as a second shelf.
Landing page rules
- Fast on a mid-range Android.
- Match the ad (maroon suit → that URL, not
/). - Show price.
- COD, JazzCash, Easypaisa, bank transfer.
- WhatsApp with the product name pre-filled.
- Domain you own.
- Pixel events.
- Still works if Instagram is down.
WordPress: hosting 16k–35k/year, plugins, speed. Shopify: USD every month, ~PKR 95k–130k/year for Basic before apps. Custom: pay once; hosting included on most of my builds.
Cost ranges: How much does a website cost in Pakistan in 2026.
Hiring checklist: 11 things to check.
Before the next PKR 30,000
Domain on your email. Mobile page that matches the ad. Wallets + COD if you sell. Pixel firing. Hosting story in writing. Night-time reply or checkout. Google your brand. Facebook page is not the only URL.
Send a quote: contact. Build: web development.
Keep WhatsApp. Own a URL, a pixel, and a till. Then talk in chat.
FAQ
Why do Facebook ads fail in Pakistan even with a good budget?
The click does not land on something you own.
Can I run Facebook ads without a website?
Yes, for a test. Not to scale.
WhatsApp or website?
Both. Site first. WhatsApp on the site.
Likes but no sales?
You paid for engagement, or there is no till.
Do Instagram ads work here?
They can. Instagram Shop is not JazzCash checkout.
How much do Facebook ads cost in Pakistan?
Clicks are often cheap vs the US. Lead cost varies. A weak URL wastes any budget.
What is a Meta Pixel?
A script on your site that tells Meta who viewed and who paid. No site, no pixel.
Page restricted?
If the page was the shop, you are offline. A domain still sells.
WordPress enough?
For a while. Then hosting and speed eat the click.
I sell on Daraz?
Ads to Daraz = they own the customer. Keep Daraz as a second shelf.
Karachi vs Lahore vs Islamabad?
Auction changes. The leak does not.
Pause ads while the site is built?
If you are only getting noise, yes. Switch the URL the day it is live.
Already on Shopify?
Count two years of USD. Then compare to custom with hosting included.
Clothing, build first?
Ten products, sizes, WhatsApp, COD, one wallet, pixel.
Facebook and Instagram ads in Pakistan are not a scam. They are a tap you buy. If the tap hits a chat you forget, a page you do not own, or a theme that crawls, the budget is supposed to disappear.
Own the page. Then run the ads.
